As member of the House of Representatives,1999-2007, representing the
Arochukwu/Ohafia Federal constituency,
Sen Mao Ohuabunwa in all honesty was one of the best in the Country and represented his constituency excellently in his focal area which is law making and indeed went beyond what was expected of a member of the House of Representatives. For those who actually do not know what he did and to counter the false propaganda, it may be instructive to mention just a few:
1. As member, House Representatives, 1999-2007, Sen. Mao Ohuabunwa was Deputy House Leader and Leader of the South East Caucus in the House of Representatives. In these positions, he excelled, he was visible and audible, promoting the interests of the South-East geo-political zone.
2. His first act in the House was to ensure that his constituency got its fair share from the Federal Budget, through ensuring that the Ohafia-Arochukwu-Ikpe Road was included in the Federal Budget for three years. That is essentially all that a legislator can do - influence Appropriation. The award of contracts and the release of funds are the responsibility of the Executive.
3. Still deploying his influence as Federal legislator, he facilitated the visit of the Aro 2002 Royal Commission to then President Olusegun Obasanjo and the subsequent deployment of Julius Berger, the construction giant to grade and stabilise the Arochukwu-Ohafia Road in December 2001 in readiness for the Centenary Commemoration of the Arochukwu-British War, (1901-1902). 4. Julius Berger remained in Arochukwu for three months (at the Civic Centre, Oror) waiting to begin the full reconstruction and rehabilitation of the road, until then State Governor Orji Uzor Kalu began his politics of self-interest and shennaniganism and forced then President Obasanjo to order relocation of the equipment and materials to the Uturu-Afikpo road (those who lived in Aro between 2001/2002 know this).
5. Mao Ohuanbunwa ensured that the Isu rural electrification project, and the the Ihechiowa rural electrification power station projects were captured in the Federal Budgets in 2003 and 2004( check the records)
6. Mao worked for the inclusion of the Nkporo Water Scheme, Arochukwu water scheme( Ugwuavor),Abriba water scheme, and Ohafia water schemes into the Federal budget (Ugwuavor water project is in use up till now)
7. Beyond motions, Mao pushed for the inclusion of the Umuahia-Bende-Ozuabam -Ohafia road project into the Federal Budget and followed through with the award of the contract (the road is partially completed)
8. In his second term also, following the dissappointment with the award of contracts on the redesigned Ohafia-Arochukwu Road, (with a spur to Atani village, which bears MAO's imprimatur), Mao facilitated the award of the contract to a very distinguished Aro contractor - HAPEL NIGERIA LTD. HAPEL was persuaded and they accepted to do the contract so as to see that there will be no more stories about the road and contractors. Learning from our lessons with PTF, Hapel started the contract from the Amuvi end, did the Atani spur and continued to Nkwu-na-Abu area when the funding from the Federal Government dried up. And this stoppage more or less coincided with the completion of Mao's second term in 2007. IT IS IMPORTANT TO EMPHASIZE THAT THE ONLY MOTORABLE ROAD THAT RUNS THROUGH AROCHUKWU TODAY (except the recent addition from Nkwu-na-Abu to Agbagwu) WAS BUILT WITH THE LEGISLATIVE EFFORT OF MAO OHUABUNWA.
9. Senator Mao Ohuabunwa while in the House of Representatives attracted to his constituency, ÜBE-sponsored primary School block at Mary Slessor Memorial College, Arochukwu; NDDC - primary School Block at Idima Abam. He also built a 5-classroom block in Nkporo from his own private resources.
10. As an articulate legislator, Mao sponsored a private member bill leading to the establishment of the National Assembly Service Commission. For his effort, he was able to influence the appointment of distinguished Senator Onyeka Okorafor as the First National Commissioner representing the South-East in the Commission. Additionally he facilitated the employment of over 20 people from his constituency into the National Assembly Service Commission, the most significant being that of Mazi Stone Achinivu who retired recently as a Director. Many others in the National Assembly and ECOWAS Parliament are still in employment.
11. And in the area of Manpower Development, there is no Village in Arochukwu or indeed in the entire constituency that did not benefit from Mao's assistance. From Amuvi (Ndubuisi Nwokoro & Gabe Igboko)to Atani, (Chike Nwaka & Dan Ochonma), to Asaga (Oscar Okoro)to Ibom, (C. Okoronkwo), to Ugwuakuma (Onyeze), many can bear witness to the role Mao played in their careers using his auspices as a member, House of Representatives. The numbers are staggering, Only few are mentioned to provide empirical evidence.
12. Mao Launched his N15 million widows project in 2002 and brought the then Vice-President Abubakar Atiku to come to Arochukwu to experience the Aro road. He subsequently brought the Speaker of the House, Rt Hon. Ghalli Na'Abba to visit Arochukwu to launch a scholarship project, which is still running, all in an effort to garner support for the rehabilitation of the Ohafia-Arochukwu Road.
